This was posted in the TWC site, which is a gaming forum for Total war series games.

It's called game booster, and what it is, is a program which closes your non essential processes when you run a game, allowing more allocation to CPU and freeing up RAM. Slower/older will likely get the best boost.

I've investigated, as im always suspicious of .exe programs, and it looks legit. Site is legit and no negative feedback found on it 800k downloads, or other sites including the TWC where I found it. Doesn't change registry's or alter clock speed etc. Fixing to try it out for Empire:Total War.

I've used nhancer for my nvidia card. You can actually tune it to whatever game your are playing by selecting it on a drop down menu.
